Brisben Water Technologies and Pierce Manufacturing

Announce Agreement to Manufacture Homeland Security Tactical Water Filtration Truck

Stuart, Florida. December 9, 2005. Brisben Water of Stuart, Florida, has signed an exclusive 5-year agreement with Pierce Manufacturing, Inc., a wholly owned subsidiary of the Oshkosh Truck Corporation (NYSE: OSK), to manufacture, market, and deliver the nation’s first Tactical Water Filtration Truck (TWFT) to the military, homeland security and disaster recovery markets. Brisben Water’s filtration system is the only high-volume filtration system to be tested and verified by the Environmental Protection Agency through its Environmental Technology Verification Program to respond to a terrorist or natural disaster.

“The Tactical Water Filtration Truck will provide the critical water requirements needed for homeland security, military operations, bio-terrorism response, and natural disaster relief domestically and worldwide,” says Jim Parker, vice president of government sales at Pierce. Parker also anticipates that Pierce will market the TWFT through its dealer network to military, federal, state, county and municipal agencies, local fire and police departments, and local emergency services organizations.”

The TWFT is designed for federal and state agencies to meet their needs under the Bioterrorism Act of 2002, and can also be used to respond to natural disasters, such as hurricanes and earthquakes. The TWFT is a six-wheel-drive extreme off-road vehicle with the ability to clean both bio-toxin-polluted waters and highly contaminated seawater. Its high ground clearance and the ability to operate in and ford through up to four feet of water and traverse 60-degree slopes makes it a unique first responder vehicle to supply critically needed clean water.

Joe Allbaugh, CEO of The Allbaugh Company and former Director of FEMA during and after 9/11, said, “Based on my experience and response to many disaster relief efforts, I am intimately familiar with the need to provide clean drinking water to people and states in need. Brisben Water’s innovative mobile water filtration technology combined with Pierce’s truck design creates a unique and much needed solution to disaster relief.”

Pierce is the leading North American manufacturer of custom fire apparatus and Homeland Security vehicles which enable police, fire and emergency management personnel to respond effectively to terrorism and natural disasters and to mitigate their effects.

Mickey Donn, President of Brisben Water Technologies and former 30-year veteran of the Miami-Dade Fire Rescue Department, states, "The TWFT was developed based on Brisben Water’s first responder experience in Waveland, Mississippi helping Mayor Tommy Longo bring large volumes of clean potable water to his citizens after Hurricane Katrina destroyed and contaminated the water infrastructure in his city. We realized very quickly in Waveland that the most important factor was to be able to get our water filtration equipment to the disaster victims. That means negotiating over fallen trees, or on roads that are flooded, or in muddy neighborhoods that a regular vehicle would not be able to navigate. Pierce brings their years of experience to the relationship by already supplying extreme off-road specialty vehicles to the U.S. fighting forces around the world.”

Thomas Von Essen, former FDNY Fire Commissioner during 9/11 and current Senior Vice President at Giuliani Partners of New York, states, “I personally visited Waveland, Mississippi and witnessed first hand Brisben Water’s water filtration system delivering thousands of gallons of fresh, clean water to the Hurricane Katrina victims. This important relationship between Brisben Water and Pierce is all about getting clean water to people in times of disaster. Obviously, everything we have witnessed during past disasters has fallen short of being able to deliver large volumes of clean water in a timely manner. We expect the TWFT will solve this problem.”

Brisben Water Technologies is a wholly owned subsidiary of UltraStrip Systems, Inc. that combines innovative technology and strategic partnerships to deliver the first United States Environmental Protection Agency (“EPA”) tested and verified high-volume Mobile Emergency Filtration System (“MEFS”) for critical water requirements for the military, homeland security, and natural disaster relief domestically and worldwide.
